California Native American Research Center for Health (CA-NARCH)

The California Native American Research Center for Health (CA-NARCH) is a recent partnership between the Indian Health Council , Inc. (the lead agency) and primary academic partners, San Diego State University (SDSU), and the University of California San Diego (UCSD). Initiated in October 2001 as a 3 year pilot study in pediatric obesity, the California NARCH has since been expanded to include the Core, Student and Faculty Mentoring Programs. There are three primary goals of the CA-NARCH:

Students:
To provide comprehensive educational support to American Indian/Alaskan Native Students from Junior High through Graduate School. To recruit and retain American Indian/Alaskan Native students into careers in medicine, health care professions, science, and technology.

Researchers:
To provide a mechanism to support and retain young American Indian/Alaskan Native researchers, physicians, and faculty. To identify specific areas of research interest relevant to American Indian/Alaskan Native health and decreasing health disparities.

Research:
In addition to the tangible improvements to the community, the emphasis on science and health research is an essential mechanism to eliminating health disparities. Additionally, the CA-NARCH coordinates and funds several research projects and health initiatives directed at improving the overall health for American Indians. The initial Native American Alliance for Emergency Preparedness (NAAEP) grant funded in 2002 showcases the joint efforts and partnership of academic and military resources as well as the unique contributions from the American Indian community. The CA-NARCH has been successful in utilizing this new tribal-academic coalition to compete and secure funding for research projects including a grant in Palliative Care, through the National Cancer Institute. Most recently, the CA-NARCH has been an initiating partner for a statewide collaborative effort, between Indian Health Council, California Rural Indian Health Board (CRIHB), and Riverside-San Bernadino County Indian Health to establish a California Epidemiology Center.

The Council of Community Clinics (CCC) is a private, nonprofit association composed of 17 community clinic and health center organizations operating more than 75 primary care sites throughout San Diego and Imperial counties. The CCC was established as a 501(c)(3) nonprofit corporation and incorporated in 1977, and has been supporting community clinics for over 25 years. The mission of the CCC is to represent and support community clinics and health centers in their efforts to provide access to quality health care and related services for the diverse communities they serve with an emphasis on low income and uninsured populations. The CCC will be the common voice for community clinics and health centers by building and strengthening relationships with strategic public and private partners resulting in sustainable resources and healthier communities. The CCC currently offers a number of shared services to its member clinics such as advocacy, fund development, technical services, HIV prevention technical assistance and social marketing, claims authorizations and processing, and emergency preparedness. The CCC has two separate subsidiary organizations - Community Clinics Health Network and Council Connections, a group purchasing organization - that provide capacity building assistance and technical expertise to community organizations both locally and nationally.

The CCC has worked with clinics to increase their readiness to respond to a bioterrorist or other public health disaster in coordination with the County, hospitals, and other emergency and health care partners. In the past two years, the CCC worked with clinics to customize bioterrorist emergency preparedness plans; trained physicians, nurses, mental health workers, and other staff on how to respond to a bioterrorist attack; distributed personal protective equipment; provided patient community education; and helped to establish a workforce reserve to respond in a large scale disaster. With the help of HRSA and CDC funds the CCC developed detailed plans to increase the clinics surge capacity and ensure that clinics remain open in a disaster by wiring the clinics to receive generators. In addition the CCC is currently working with the California Primary Care Association (CPCA) other clinic consortiums on the Clinic Emergency Preparedness Project to develop an emergency operations plan template and assist other clinics throughout the state in their preparedness efforts.
